My takeaway from this: They were an extremely "diverse" group of dinosaurs, with some of the dinosaur races clearly more intelligent than others. For the sake of having such a "diverse" group, one dinosaur (of a race known for having a very small brain) was put in charge of the others because of physical intimidation rather than actual merit. Turns out, he was too dumb to even use the machinery that the other races had made, despite them already dumbing it down to the point that he just had to press a damned button, causing the fall of the entire society.

Pretty much.

I gathered that the dinos had a warning from the future about the impact, as the nukes were all concentrated in one area. A terrestrial enemy of equal technology would necessitate that the warheads be separated so a single strike/sabotage wouldn't take them all out at once.

Obviously the system had never been tested, and the warning was expected to give a lot of time, enough for all three to congregate in the command center with no remote "football" for the t-rex to use instead.
