He reveals that liberals eventually spiral society into anarchy because of a cycle: society is built on some laws, someone finds them tyrannical and deconstructs them, the new order makes another set of laws. The reason it's a downward cycle is because it's pretty likely the new order would want nothing to do with old laws and the older the laws, the more likely it is that they were more in line with original God-given ones.
