I have to disagree. Voldemort was just a fantasy version of historically demonized Hitler.
He arbitrarily claimed one group to be superior and another inferior. This was accepted as true. He was also accepted as a superior existence.
He belonged to the group he claimed to be inferior and this was somehow overlooked by all. He was also arbitrarily seeking total domination of all just because.

Oh and the lore treats magical traits as spontaneous. So even if all existing magic users were killed off it would presumably return.
