It is setting up events such that one person will kill another with the intent of producing such a result.
For example, when Iago convinces Othello that has wife is adulterous, he is doing so in order to get Othello to murder his wife.
Or when the Pharisees convinced the Romans to execute Jesus Christ.
Or when Jews bring in violent criminals and remove their consequences for committing violent crime while at the sane time inciting them to commit violent crime against others by providing a motive that makes them feel like such an action is not only justified but necessary.
The Talmud does not consider murder by proxy to be a legitimate offense.
