Not sure about banking as such, but he largely kept the monetary system intact (despite weird claims about labour based currency to the contrary). His main policy change in the area was to print more mefo/offa bills, which caused significant inflation but was arguably needed to rearm the country.
Yes. There was a gold backed reichsmark established by his precessor. Thing is there were also two parallel currencies which were backed by the reichsmark, so essentially he was printing reichsmarks.
