Each state sets a minimum price for each type of energy (oil, gas, electric, etc.) So their industry will produce enough to provide their needs.

Also, it is illegal to leave any state that is having a shortage if that state restricted pipelines or energy production in the last 100 years. This makes sure the NIMBYs die in place rather than swarming like locusts to red states.
