I'm constantly reminded of a book I read back in the 80's
"The Wanting Seed" , by Anthony Burgess, the great author of A Clockwork Orange.
The Wanting Seed depicts a dystopian future where sexual relations and procreation are strictly controlled. Among many other aspects of this dystopian society, the Police are all black leather clad homosexuals who wear black lipstick.
As I said, read it a long time ago but I'd recommend it.
I believe it's somewhat satirical.
