My dad lived with me during his final years. His dementia got so bad I had to put locks on the gates of the back yard fence, and locks on the doors to prevent him from getting out and wandering off (repeatedly). Maybe the walls at the WH are to keep Joe from getting lost?

The fountain also appears to have been drained. This could be just another retarded nothing burger. I mean, maybe they're just blocking off the empty fountain during construction or repairs so that Old Joe doesn't accidentally stumble into it and break a hip.
This might be a distraction as the White House is already not being used for govt business. They did that specifically to avoid the guest logging requirement...
