I read up on it. Will mandate the new tech be retrofitted in (another six years) and then have to pass a certification test, similar to a road inspection, that it all works and is according to spec.

The technical hurdles to make that happen -- and, thus, the cost -- increase exponentially with the age of each vehicle.
That effectively prices car ownership beyond all but the wealthiest, and just in line with the current administration's stated timeframe of eliminating internal combustion engines.

I can see now how that was a lead-up to this and not just a means by which to extract even more money out of hapless consumers.
Freedom of travel invariably means having freedom of control over one's means of travel.
Denying people access to modifying and repairing their vehicles puts them at the mercy of a fickle and cruel incestuous marriage between government and corporation.
