The only way it would work if the elites are personally attacked. Park the trucks in front of their mansions. Prevent them from going anywhere. Hound them and their families and friends wherever they go.

In fact... they're only elites if the people give them the power. Just treat them like shit and they'll lose their power over you, in the same way the king is only a king if treated like a king.
