It appears to me that the government is bringing in police from all over the province, possibly the country to violently suppress the protestors. Boxes of rounds, buckets of tears gas and flashbangs. They have come to stay at the hotel until mobilized. They couldn't leave it unguarded in the vehicle and it is cold, so they brought it into the entrance so the guard could stay warm. There are probably hundreds more just like them.

Top box clearly says "Federal" It is clearly a case of 5.56 ammo. I suspect the other two boxes are 9mm but I could not make out the labels for sure. The buckets are clearly labeled as a class 1.4 explosive. 1.4 is not a scary designation, low level pyrotechnics type stuff. Flash bangs? Teargas?

edit: bucket also has a Class 6 Toxic Substance label... I am definitely thinking tear gas

It is pretty cold and they couldn't leave it in the car unguarded. So if they did drive in from London, they would want to put it somewhere it could be guarded while the guard stays warm. Too dangerous to bring to their rooms, so this is probably a compromise by the hotel. Just inside the door so they can take it out quickly in case something goes wrong. There are probably hundreds more just like them. Ottowa citizens complaining about horns. Wait till the air is filled with flashbangs, tear gas and screaming.

Its most likely that given what is happening in Ottawa, that this bulk order of corrosive chemicals was given some police protection.

If it was false flag equipment, they wouldn't have it in the doorway, they wouldn't be in uniform and they wouldn't use a hotel for the preparation stage
