If it were a clean and sterile office, no record of patient injury, and white dentists... I could look past licensing. Licenses are nothing but a scrap piece of paper to me. If I want to do something, I'm doing it, with or without the government's permission.

Yep but if you're gonna offer work to the public like that at least have a clean set up - i'm completely surprised they took in unsuspecting customers - usually it's word of mouth and you will get it done cheaper by 50% or more. Shiet India still has dentistry on the side of the road with medieval era hand implements .... extractions, crowns all types of basic work.
