it really depends if you're working as a group rather than just a bunch of random individuals

the police itself is a union of corrupt pigs, because they protect each other the citizens won't dare attack them (even if they are stealing from them in broad-daylight)

They are definitely waiting for backup, cops would be swarming it in a few minutes. If there is any time to nab the fuel it would be now. What you need are residents in the area that will hide the fuel for you.

Too bad the honking probably got them off of our side. Blocking the roads should have been enough. Make friendly with the locals. They can become an asset.
