This is affirmative action in the national arena and should be blocked.
Why aren't districts set up by computer? Why do legislatures define such crazy boundaries?
A reset back to "one representative for every 20,000 people" is really needed, and then just take blocks of that many for a district.
But politics is dead - no reason to try any fixes. Revolution is the only solution.
