Let me tell you a bit about how this is gonna end. By way of background, I'm a mathematician with a specialization in applied mathematics of social interactions, such as game theory. I'm what you would probably describe as glowie adjacent. I hope I've got the lingo correct.
The problem Trudeau has is that he has few, narrowly circumscribed bases of power that are enough to get elected, but not enough to govern against the will of the people. Those are very different things.
So that leaves him with very serious limits on what he can accomplish in this situation. The truckers are smart. They did not all converge on Ottawa, but rather organized themselves locally and create many small spots of trouble. In quantitative studies of insurgency, this is the 'ink spot' model: local, decentralized warfare that relies on local support.
Quite simply put, this is for the truckers to lose. If they can outlast the government, which may mean as little as another week, they will break it. Trudeau needs to win every interaction to stay in power. All the truckers have to do is "not lose". A draw is always in their favor, and the situation in most places right now is a draw at best: the Mounties huff and puff, but have not been able to deal with or disperse a single protest. That's not unsurprising, by the way. Truckers use a method originally devised for naval warfare called blockshipping: sinking ships to block a strategic narrows or harbor entrance. There is literally no economical way of dealing with this tactic. Truckers know this. Their worst-case scenario, losing their jobs and their trucks by just walking away, STILL imposes a massive cost on the government. When the worst case scenario is that both you and your opponent lose, you have everything to gain.
There is no dominant strategy here for Trudeau. There's no clear way to victory anymore for him. It's all about how badly he loses now.

Are you taking into account the rest of the population?
As the store shelves stay empty for longer and longer, and the (((media))) pushes the narrative that the truckers are insurrectionists and the cause of everyone's problems (never mind how true the narrative is), this could cause massive unrest against the truckers.
If the populace takes up the cause against the truckers, Trudy only has to stand back and watch as the two groups fight each other in ever increasing violence. At some point the truckers will either cut their losses and leave, ask for government help, or fight back.
It really is a waiting game now, on all 3 sides, and I don't know which side will act first.

Cleanup isn't too hard after the action when things have resolved. Yes, it will be hard, but not nearly as hard when people are fighting back and resisting.
Trucks with tires can just be manhandled out, those sitting on the ground could be jacked to put rollers under, etc.
If the military stays out of the fray until everything is resolved, there are options as well.
So in all of history a mining truck has never broken down? Is that your claim? Or there are just dead mining trucks scattered all across the world - never able to be moved again?
All those drivers must be well trained to never get stuck, or make a bad turn.

In my comment: a) I never mentioned just "towing". I used the word "manhandled" b) unless the mining trucks are tipped over, they are just as movable as any other vehicle that can roll - yes, it is "harder" - as mentioned in my comment - but not impossible c) if there is a "cleanup" phase - also as mentioned in the comment - any number of vehicles could be used: including multiple tanks, cranes, tow rigs, teams of horses, etc.
Look at the rubble that was Germany in 1945. Did that cleaned up? Did they have tow trucks? mining equipment? I bet most of the tons of rubble were carried by horse and cart or even walking carts.
Think a disabled mining truck can't be disassembled by a determined crew in short order? Each of the pieces could be easily manhandled to clear up the roads.
A situation like those videos of insects eating big things could be easily accomplished with enough people wanting to do it. Swarm the vehicles, rip off pieces, carry away - done deal.
