I have no idea who that is, or the context of what is going on.

The fact that the street is completely empty, and they are only arresting one person makes this seem odd. Why is the organizer not in the convoy? Why aren't other people there?

Supposing - just as a possible scenario - that he went to try to get money, why wouldn't he bring a few others around to protect him? The only other person the entire street seems to be the person taking the video.
