I'm not talking about one police officer, I'm talking about all of them.

Make a sudden death a real hazard of being a police officer, on or off duty, make it be a dangerous thing to associate with a police officer, on or off duty.

You take them out and keep taking them out, soon there'd be less and less willing to replace the ones you took out because they know they are just signing up for the same fate.

Even the self sacrificing will have issues as their family, friends, loved ones, coworkers, patronized business, etc. Would all be targeted as well, I'm fact, thet may become the primary targets if the cop makes going after him too difficult or risky.

But you always start by going after the police, you disarm the leaders of their protection and the enforcement of their wills, they become powerless and vulnerable.

The best way to get at the police is to hot them where they are least powerful and most vulnerable, it could be an attack on them or on those around them.

You know what? Yea, even putting one police officer in hell should be enough to change things, they pigs are on high alert, even a small sign that the people aren't fucking around no more is enough to make them think of what's to come, abd the mind tends to run to the most wild of places under those circumstances. It's all about sending a message.
