I'm no rabbi, but I do believe it explicitly says to execute the sodomite (specifically penetration of anus) of any age. The article was quoting a medieval jew scholar who said that flogging should be done to a man who has non-anal "sex" (such as molestation etc) with a person under age 9. Flogging often kills men anyways.

I'm sure there's something in the jewish scriptures that could be taken out of context and reinterpreted as referring to the prohibition of such a thing, it just has to be suitably vague and obscure in meaning by itself.
