I'd add a couple of balloons / bottles with amonia in it.

There's no rule saying they can't beat civilians if they're covered in paint. If their visor is full of paint they have to lift their visor, which leaves their eyes vulnerable. If their windscreen is full of paint they either have to stop or they end up crashing. Either way the vehicle is disabled.
