Because, if you sanction their oil and gas, then oil and gas prices globally would rise by about +30% to +50%. And then Putin would turn around and sell his oil and gas at those elevated prices to countries like China and India, whose demand for it has been rapidly rising. Russia would be just fine with that. It would only harm the West.

Not to mention, large portions of Germany, and Europe in general, are dependent on Russian natural gas, and if payment was discontinued Russia would just shut off the taps. Germany was stupid to shut down their nuclear plants.
