They had so many better options of how to consolidate control in the wake of the 9/11 attacks and the leadership at the time chose one of the worst possible courses of action for long term control. Given that the US actively thwarted its own self interest, and pursued a path that actively led to the abdication of political super power status, it's reasonable to assume that this event is more likely a set up by a third party that we were baited into.
