This is so much worse than most people realize. I've had the opportunity to peak behind the curtain on some government agencies and some of these minority owned "businesses". The worst I've seen is a black female owned office supply company. 100% of their clients are government. They maintain a crappy little website and pass all their orders on to staples. All they do is collect a fee for placing orders at actual office supply stores. The name of the game is pay a premium for copier paper so a black female can be involved.
