Our little town doesn't enforce leash laws, and there are always a few dogs that roam around. They all know to keep their distance when they see us walking. My wife carries pepper spray, and I carry a walking stick, and conceal carry. 99% of the time just waving my stick around keeps them away. So far we've only had to resort to pepper spray once.
