That's because he didn't properly care for his flowers. You trim off all but the highest flower bud otherwise the plant spends energy growing flowers instead of seeds.

I have only very rarely seen a sunflower get more than one bud, and I've always kept those that do because I'm about growing flowers not seeds.

If you trim down to one bud, it will also make a larger flower, in case that's your thing.
