If the penalty for breaking a law is a fine, the laws purpose is to control poor/working class people. And if you're rich enough to buy politicians and police, criminal laws don't apply, unless you piss off someone more powerful than you.
This is also a common statement in hard-core revolutionary libertarian circles, that the non aggression principle only applies to those who follow the non aggression principle, those who do not are fair game.
They also say that libertarians have no obligation to follow the laws of their ideal society until they are actually living in it.
Meaning that anything goes for the purposes of getting the society that they desire.
A revolutionary must be willing to not close out any options in pursuit of their goals.
Use what is most useful, discard the rest, think carefully about the long term consequences of the actions you choose to take.
