In the past, unless the storage was encrypted, basically yes. Not a test clip but you could read the mac's storage with an external housing or interface cable. However, T2 and newer Macs as far as I'm aware have storage soldered to the logic board (not removable) and Apple removed the data access port to save space for the t2. So, now even Apple can't retrieve your data. Target disk mode is probably still a thing as well.
That's what I meant about using a test clip (or just soldering leads onto the interface). This is commonly used, for instance, to flash the BIOS on a system that won't boot. Again, I don't know what the layout of a Mac is -- it might be too hard / maybe the interface is locked down somehow. It does rely on pins or pads being exposed on the logic board, but if they're super tiny, it can be really hard to solder on (although I've seen people with better motor skills than me do some amazing shit under a microscope)
