Here's what we do. Art and film are going to need to be able to depict nazism, so society is going to need a stand in swastika. But then it can be adopted and they can't ban it because they created it. Now we just need to give them a poke in the right direction.
Example ideas. Just cover old films with a black square. Get new films to adopt it too. But then when the black square becomes adopted they have to decide between not letting a black square be shown anywhere, or letting their opposition display their symbol without censorship.
