If paramount admitted the first movie was based on it and paramount didn't negotiate rights to a sequel then it's a pretty open and shut case. Just like book rights.

The kike didn't invent Topgun the school, or Top Gun the movie. He just wrote a magazine article about it, which got the attention of some Hollywood types who thought it sounded cool. The kike is lucky he even got a mention at all.
Top Gun Maverick has almost nothing to do with Topgun the school. It's only mentioned in the movie at all, because the characters are all former students and instructors. So even if he may have had a case with the original movie, (which I don't believe he would have) he's got literally nothing to stand on for the 2nd film.
