What a game of telephone this article is. The only refernece to 500 anything is:

"School systems...have been asking questions about cultural competency for at least the last five to 10 years, said Lauren Dachille...of Nimble, a teacher-hiring software company that works with about 500 districts across the country."

And no "publicly declared" anything.
So, nothing new here.
