The FDA has been compromised since at least the era of Thalidomide, back in the mid-1950s, though it would be no surprise if evidence of corruption could be found predating that by twenty years.
I'd argue government regulators are compromised by definition. In order to produce regulations and acquire the knowledge necessary to do so they must work closely with the industry they're regulating. It's literally impossible for them to have a clear separation between the regulators and regulated. And like all big government programs they will always interface most efficiently with the biggest players.
There cannot possibly be an independent government regulator.
