They already kind of do that. They try to charge everyone, and if you just refuse they let it go. White people are more likely to pay their bills, maybe even have assets that a debtor could come after or credit that they care about, whereas blacks and Mexicans are accustomed to getting everything for free and know how to say "come and take it."
