This would make an interesting precedent in court. If the government is saying they don't qualify as guns for buy back then that's an interesting argument that the government is saying they aren't guns.

Well can't sell homemade firearms without a FFL, but totally legal to make and never register them and keep/carry them (in states other than LA and NY)

Memphis police had a problem with guns being 'lost' in evidence and then a few cops were busted for using them, as well as police body armor in a home invasion so your weapons may be a lot safer at home than locked up in a police vault.
