No. Without continuous velocity to get to and stay at escape velocity of 11.2km/s, the object or whatever it may be would just fall back down. Throwing something in the air without continuous momentum will lose its momentum really quickly in the atmosphere.
They light a rocket at about 100k feet that gets onto orbit. It travels up in a protective hypersonic shell. I'm not confident this will actually work, but they are trying.
