Maybe in our history as we've happened to name them. Technically they are mostly the same thing. We could have swapped names for the wars and it would still make sense.

Maybe there is a difference in whether or not there is a conflict for the seat of power being a more common description of civil wars. Which would then make both of our wars revolutionary wars because they were secessionist rather than a conflict for control.

I think this one is going to be different entirely. It's going to be a conflict over who gets put in a concentration camp. First they are going to try to put a few in with intentionally spurious grounds. On grounds so spurious and political that people will question if the government is operating with any authority at all or merely claiming to be able to do anything it wants. A large part of the population is going to say that is illegitimate and physically resist. That's going to get them and anyone in their vicinity or with ever more loose political proximity labeled a terrorist for whom concentration camp is defiantly legitimate, says the government. Then it will break out into physical conflict as all conversation over who is or isn't a terrorist or what actions are or are not legitimate by the government breaks down.

This is one of the problems of a controlled media. People sense that there is a lack any reliable indicator that our government acts within legitimate powers because anyone who would be responsible for reporting that they are not will clearly not report it.
