The starvation is due to deglobalization, nothing more, nothing less. The lockdowns were a cover so no one blamed the people responsible for creating the system in the first place.

The system is de-optimizing. Shifting demogrpahic (population decrease) combined with technological advancement has disrupted the previous order, and this was known to be in the pipeline at least in the 40s when America AGREED to be the world police. The economics and demographic depopulation trends were already known back then, and we learned this in middle school with the industrial revolution when people moved from farms to factories.

In particular though, we knew the fertilizer wouldn't be able to make it to the places it would go, plus Africans dying of aids in their 30s doesn't even lend plausibility to the idea that Africans have been domesticated, let alone civilized. and so the artificial boost they got from the people with the wherewithal aren't going to have all that jiggaboo behavior when the economy rejiggers, so they're going to leave Africans to send for themselves.

I think all this is leading to greater globalisation, not deglobalisation. "Oi Vey the poor niggers are starving, we need One World Government to take from Whitey so Africans don't starve. Nevermind this is leading to the erasure of western Middle class and the western poor are going to starve soon too."

They want to starve everyone, not just Africans from what I've seen, and their solution will be the New World Order powered by all the relatively and actually new technologies, where remote population control is easier than ever.
Why would they deglobalise expect temporarily to make nations look weak and bad in comparison to global governance?
