There's a link in that article to another one that describes the reclassification of independent contractor truck drivers to employers of the main carrier that they work with. It's the same bill they used for Uber drivers to reclassify them as employees instead of independent contractors. The push to eliminate independent contractors as truck drivers is real. I suspect throwing another regulation that is very difficult to meet on top of that is just another component of a multifaceted attack.

And if you think about it, this is all perfectly rational to the globalist. One of your major concerns as a globalist would be your global supply chain. Allowing an integral component of your economic model to be dominated by independent operators is not conducive to global economic domination. Look what the Canadian truck drivers did.

For us to sit here and pretend like the motivation for these policies is genuinely believed to be guided by a desire to remedy "racist inequality" is simply foolish. I mean, come on guys, if Newsom came out and said: "Hey we need to make operation of a semi-truck in California so difficult that one would have to relinquish independent contractor status. This way the state can centralize the authority over the supply chain to a small few who will decide what is best for you," people would instantly know that they are instituting a communist style central economy.
