I do believe that in many places, their budget does hinge on the number of students enrolled overall. But I'm sure there's all sorts of weird loopholes and corruption built in. But then I might just think that because Los Angeles is comprised entirely of governmental corruption. And niggers.

If you have a daughter in a similar situation I highly recommend buying them on of those lightweight fold out outdoor changing tent shower things for camping. They can keep it inside the locker room in front of their locker and change in it and no one can see them. If all the girls did it and used them then there would probably be less boys wanting to go into the girls locker.
