Kind of a click bait headline. The article says that the councilman secured the $1.7 million amount based of an estimate that a Parks and Recreation employee gave him so that's what he secured. Whether or not the project will actually use the entire amount is yet to be determined. It still does leave one feeling a little incredulous, nonetheless. But the article also states that the city is having issues with Pacific Gas & Electric requiring electrical building needs to be satisfied directly by them instead of the city's Public Utilities Commission. That could cause problems but I don't think they wouldn't be that extensive. Also, the city is avoiding prefabricated modules and wants to use union workers. That seems pretty standard for the Pacific Northwest, everyone is union over there. But the article says the plumbing is already done. The plumbing was put in when the plaza was built so the one thing I would imagine that would cost the most is already done.
It does seem highly suspicious but I think what happened is that the city politician that wanted to get the project done secured an amount that was wildly over budget and now that the money has been properly allocated the game is to find a way to actually spend all of it because who would turn down free money? This will set a precedent for the rest of the city building projects and once again the people that will suffer the most are the retarded yuppie tax payers living in San Francisco. So I doubt anybody will actually care enough to stop what's happening.
