Firefighter did a bad assessment of the situation. He perceived the woman with a firearm to not be a threat. He was wrong. I visited Boise for work almost a decade ago and was amazed at how calm and safe it felt (except for the homeless down by the river, but there were not many of those and they kept to themselves anyway.) I remember thinking it would be nice to live in a place like that.
