Why is any animal receiving vaccination for a human pathogenic virus in the first place?

Viruses often do have a zoological nature, but they must make substantial changes to adapt to a new host type. Virus can't jumps back and forth randomly to completely different genomes. I don't think they can even do that in bad sci-fi.
