Processing plant could have had bug eggs blown in by dust from ceiling or vents, etc.

Common for cereals, flour, whey protein - lots of packaged processed foods.

depending on the cereal, there could be very VERY tiny eggs in the grains that survive the processing plant. they hatch inside a closed environment filled with food, basically paradise for them. it happens from time to time.
