The original google algorithm was simple (in theory, the computation was novel), but it doesn't pay anything to simply display the most popular sites. I'm sure it also worked better when people were running webrings and Geocities. Then they started advertising to make money, and it was all downhill from there.

Been that way for a while now. The results started becoming more and more irrelevant long before they dropped the "don't be evil" slogan. Really speaks to how inept the general public is with technology that they're just now realizing this.
