Jhulto Pul ("swinging bridge") is a 230-metre (750 ft) long, 1.25-metre (4 ft 1 in) wide pedestrian suspension bridge over the Machchhu River,[1] built during British rule in India in the 19th century.[3][4] It was inaugurated on 20 February 1879
The local government had awarded a 15-year contract to maintain and manage the bridge to a Morbi-based company, Ajanta Manufacturing Pvt. Ltd., mainly known for making clocks, mosquito racquets and electric bikes.

I don't think it was a maintenance issue, I think it was designed back when there weren't a tenth as many Indians and they didn't expect it to be full of people. They overloaded it and it collapsed. That happens with decks and balconies relatively often.
