Faggot, the House controls spending, which means all spending bills must originate in the house. But all laws require both the house and senate to pass the law for the bill to become law, and if the president vetos the bill, it takes a veto override to pass the bill.
And unless the spending bill is the bill that approves the spending for the federal government, i.e. the recently passed omnibus spending bill ($1.7T), it isn't going to shut down the government.
You can try to pass a law to kill the funding for the IRS, but it must pass the house and senate and be signed by the president or his veto overridden, and failure by the senate to pass a bill that strips funding from the IRS isn't going to shut the government down.

Ok. Now get it through the Senate. The "power of the purse" that the House has is that they can start budget bills while the Senate can't. They can't by themselves pass any legislation without both the Senate and the President himself signing off on it.
