I tend to be on team tallest skil. No one is going to do anything, and 'if they do' it's top-down directed. Unrest and revolution can be useful tools. Look at Ukraine, for example. But a revolt by "the people" is as unlikely as real life cattle are to rise up and take control of their farm. The disparity in abilities, power, and intelligence are too great in both cases. If the herd gets stampeded, the impetus won't be organic to the herd.
