This morning he called me to try and pick at work I've been doing and was just reversing terms in his sentences, and the sentence only made sense to say in the reverse order and even if said in the reverse order it was pointless to even say because of how obvious the procedures were.
Then he was low-key accusing me of delaying work by scheduling follow ups past our SLA times, even though my notes were visible on screen showing me explicitly saying "follow up every other day". And he could also have determined I couldn't have even done what he said due to the duration of the life of the ticket being too short and the email conversation that was logged, and pretty much any other information he looked at whatsoever.
Wtf was he even doing? He's a bright guy and quick at problem solving (though he goes off track occasionally, he does correct) and he hasn't done anything like this until now. Just after his promotion. And officially getting the new job title.
He then called later to have me check some log, that I have never checked once before and implied that I didn't know where to look at all, so I opened up a random log directory before he could finish the thought and he was satisfied. He has to know that I don't where to look, and he hadn't even given me a chance to open anything. This was a brand new type of case for me to be working on, and he definitely knows that. Yet... No compliment for having known where to go before he could even finish his degrading statements. Again, first time he's ever done this.
Where is this going? Is there something I can do to get ahead of this? Whatever he's trying to do
There's a term in the restaurant industry that refers to this kind of situation. It's bartenderitis. You see, when someone first becomes a bartender, their ego inflates dramatically. To be a good bartender you have to have a healthy, but managed, ego. That can be a hard landscape to navigate at first, but most people settle in. I'm sure there's an equivalent in the industry you work in. It's probably just that. Sounds to me like he's not yet competent at what he's doing. Maybe he's even got imposter syndrome that is causing him to overcompensate. There's also a chance that he's just looking to get rid of you, but that's a slim chance in my opinion. Never attribute to malice that which could be just as easily explained as ignorance.
Start documenting if you haven't already. You will need to be able to prove to a judge that you weren't let go, demoted, or suffered some other setback because of claims of job performance or competence.
I'd add that the behavior you're noticing is probably due in no small part to being included in daily corporate meetings, and he's picking up on the fact, consicously or not, he'll need to be on board with the corporate woke agenda if he wants to keep his job or advance (he won't, he's right where they need him to be: shitting on White male subordinates.)
Or he could just be having personal issues that the promotion is exacerbating. I'm not sure how to approach those in a professional setting.

Human resources companies are a front for maintaining handlers and blacklists. Many men think their wives love them, but they are paid to manage this dumb sap because of his influence level.
It's quite common for a mental breakdown to be initiated in order to better program the subject...look at Jordan Peterson... Classic example of this method. He went bonkers,got disappeared for several months and cam back a full on jew shill.
Your boss has been told to get rid of you. He is now on a fishing expedition recording your calls looking for something that can be used to axe you.
Record all calls and emails from here forward. Document all your shit from the past..you will have no access to this stuff the day they axe you so it will be too late then. Store your data off-site don't get caught collecting it.

This is something that people could always say is happening whether is it or not. There needs to be some hard evidence for me to care. And if they are doing that then there is nothing I can do, so there is still no reason to care.
The behavior you described him exhibiting is called fishing. Looking for foulups and mistakes making false accusations to shake something from the tree they can use.

Then he is just trying to distance you as coworker so you don't think he is your buddy... He's not your buddy anymore. He's your boss. It could very well just be that.

When you don't know what you're doing it's easier to pick on the work of others to make it look like you're doing something. Fucker likely isn't carrying his weight.
