Depends on the situation. Don't try to completely disregard the existence of black pimps that are complete monsters. The reality is there are girls in every kind of situation. We all know they are kept illegal to facilitate crime gangs. Just like prohibition this has funnelled money to organized crime and political corruption.

In jurisdictions that legalized it the women could report the pimps to the police and be protected. They also get regular testing and safety training. They also have churches that offer support for any that want to leave the profession.

But with the pimps free to abuse these wome they are sex trafficking victims.

Some will still choose to continue because they make lots of money and they don't have any problems with it.

Keeping it illegal makes this profession extremely dangerous. The illegal trade also has child prostitution that is kept in check with legalization.
