My immediate reaction was:

Then I read the article and nothing sounded like I imagined from the headline.
It also sounds like no matter who found it, the gold would still be considered US property, although anyone helping to return it would be entitled to a "finder's fee".
Seems like the entire article is about the finder's fee and nothing about actually stealing the gold. Is it really stealing to take your own property? (aside from the fact that most government property is acquired by stealing something to begin with).
