It probably means that whatever is actually happening is a hundredfold times worse than what they are admitting to.
They are admitting to some lesser and more forgivable wrongdoing to hide the fact that what they are truly guilty of is far more atrocious and completely unforgivable.
Do not celebrate tis as a victory, do not trust their words even when they are copping to something, it's not like them to do so, and this screams "ulterior motivations".
As they say, never trust Greeks Bearing Gifts. If your longtime enemy suddenly starts behaving generous or friendly towards you, it's a sign that there's trickery afoot.
They have something to gain from this, and I bet it's a way to control the narrative in order to cover their asses.
Better to lessen the retaliation you'd receive for your crimes if you cannot avoid it entirely.

The politically aware will read the media's recap and go "There. I'm politically aware. Somebody somewhere will do something".
Nobody wil do anything.
People don't know what to do because the universal schooling system didn't tell them what to do or even how to think.
