Who runs google? Who runs the other online bookstore? It's probably due to needing to cut the binding off so the pages lay flat for scanning. After that, no modern librarian is going to go through the effort to re-bind the book. So they just send it off with other broken/worn/ripped books for recycling and simply order a new copy.
These are (from what I've seen) even easier. Push button, turn page, push button, turn page, etc. etc.
It uses a laser to project a line across the page just before the image is taken, and the software works out how to skew and rotate the image based on that. All the user has to do is flip pages and press the button.
I'm sure they could afford them with (((Google))) money. But of course the goal here isn't preservation, but eliminating physical history.
